Community Development is a multi-disciplinary department providing a range of development services. Our department ensures that all development is consistent with State Law and Building Codes. We work together to protect life and property, while improving quality of life and the environment.
The Building Permits and Inspection Division provides services that protect the built environment of Sacramento County. The Division issues building permits and conducts building inspections to ensure that construction projects are safe, accessible, and compliant with building codes and regulations.
The Planning and Environmental Review Division provides a range of land use planning services to manage land use development applications, assess environmental impacts, monitor mitigation efforts, and oversee countywide planning policies through the Sacramento County General Plan and Zoning Code.
The Code Enforcement Division protects health and safety, maintains property values, and improves the quality of life for residents, visitors, and business owners within Sacramento County by investigating and addressing violations of housing, zoning, and vehicle abatement laws.
The County Engineering Division provides a range of development services to property owners and developers, including civil improvement plan reviews, parcel map and subdivision reviews, development impact fee collection, and infrastructure financing plan preparation and administration.
The Construction Management and Inspection Division ensures that public and private infrastructure improvements are constructed in accordance with plans, specifications, and County standards by performing inspections, materials testing, and construction management services.
The Administrative Services Division provides admin and management support to the Community Development Department. Primary services include budget, financial, and accounting services, inventory and purchasing services, facilities management, and clerical support.

Code Enforcement responded to 6,000+ citizen requests for investigation last year; resulting in cleaner, safer, and more economically viable properties in the unincorporated County.
Code Enforcement conducted Neighborhood Revitalization Inspection projects, including Perry Ave, Roosevelt Ave along the Stockton Blvd corridor, and the Avenues neighborhood along the Franklin Blvd corridor. There were 300 properties that were inspected resulting in 85 violation cases created to fight blight in our communities.
Code Enforcement, in collaboration with our enforcement partners (BPI, Sheriff, Planning Business Licensing) shut down 100 marijuana distribution businesses in unincorporated Sacramento County.
