PROPOSED UPDATES TO THE SACRAMENTO COUNTY

TECHNOLOGY FEE

In June 2024, the Sacramento County Board of Supervisors approved a contract to upgrade the County’s permitting software, Accela. In addition to migrating to the cloud-based Accela platform, the upgrade will also unlock a variety of other enhancements for customers and staff, including:

  • Improved customer-facing portals with accurate project statuses
  • Online dashboards with real-time stats and plan review queues
  • Upgraded metrics and reporting functionality
  • Expanded online payment center
  • Smoother, more consistent customer experience

Current Technology Fee: 4.5%

Propopsed Technology Fee: 6.5%

Proposed Tech Fee Cap: $850 maximum

These exciting advancements are a major investment in the future of permitting and licensing activities at Sacramento County, and are expected to greatly improve the level of service and experience for our customers. To accommodate this investment, the County is proposing an increase to the Technology Fee rate, from 4.5% to 6.5%, as well as an increase to County’s contribution (which will account for more than half of the system costs). This modest fee increase to the Technology Fee will unlock widespread benefits and customer convenience. Further, it is anticipated that the Technology Fee will remain relatively low—far below the max cap—for most permit types.

Proposed Effective Date: July 1, 2025

Current Code Ordinance §16.140.010.
