As identified in the Sacramento County Housing Element of 2021-2029 (Housing Element), the County has a shortfall of available vacant sites that would accommodate its lower-income Regional Housing Needs Allocation (RHNA). Under State law, the County is required to ensure that enough suitably-zoned land is available to accommodate the lower-income RHNA at the required density of 30 dwelling units per acre.
The Countywide Rezone Program was initiated in Fall 2021 and culminated in its adoption by the Board of Supervisors (Board) in August 2024.
On August 20, 2024, the Board adopted resolutions and approved ordinances authorizing the rezone of 74 candidate rezone sites, totaling approximately 217 acres, to accommodate the shortfall and establish a buffer for the County’s lower-income RHNA and increase the buffer for the moderate-income RHNA. The list of candidate rezone sites considered and approved is available here. Additionally, the Board also approved an ordinance amending the Sacramento County Zoning Code to comply with State housing law requirements. The rezones and Zoning Code amendment became effective on September 19, 2024.
With the completion of the Countywide Rezone Program, the County fulfills its lower-income RHNA obligation as prescribed in Housing Action Plan Program A1 of the Housing Element in compliance with the statutory deadline set by State law.

The County is undertaking a rezone of sites located in approved plan areas, specifically in the planned communities of Antelope and Vineyard, in furtherance of Housing Action Plan Program A5. For more information, see the Housing Element Program A5 webpage.

The Sacramento County Board of Supervisors (decision body) will consider the Project along with the Final SEIR at their August 20, 2024 hearing (see “Hearings" under “Public Outreach" above).
