Housing and Infill Zoning Code Amendment

​​​In April 2024, the County Board of Supervisors (Board) conducted a Housing and Infill Workshop to discuss potential process improvements and Zoning Code amendments specific to housing and infill development. Staff presented a range of policy considerations related to process improvements, hearing body authority, and regulatory and financial incentives to streamline development of housing in infill areas. The Board adopted the Housing and Infill Resolution of Intention in June 2024 to affirm direction and guide subsequent work on Zoning Code amendments, County Code amendments, and financial incentives. 

This Housing and Zoning Code Amendment (Project) encompasses amendments to the Zoning Code directed by the Board to streamline housing production and infill development, including:

  • Revisions to development and design standards for multifamily development Countywide, in commercial corridors, and for adaptive reuse;

  • Revisions to development and design standards for non-residential development (commercial and mixed use) in commercial corridors;

  • Inclusion of neighborhood-scale multiunit buildings (i.e., triplex and fourplex) in single-family residential zoning districts; and

  • Elimination of use permit requirements for multifamily development.

Revisions to the Design Review Program will be processed under a separate Zoning Code amendment.
